Executive Director and Deputy Executive Director

Nicole MacNeil, Executive Director
Nicole MacNeil was appointed as the Executive Director of the NWT Human Rights Commission in November of 2020.  Ms. MacNeil brings years of experience from her time as a private practice labour and employment lawyer, and from within the Government of the Northwest Territories’ Labour Relations Division. Her career has led her through advising on harassment and accommodation policies, participating in human rights mediations, and overseeing workplace harassment investigations.

Raegan Mager, Deputy Executive Director
Raegan Mager has been with the Human Rights Commission since September 2014. She obtained a Law Clerk Diploma from Centennial College and Studied Philosophy and Sociology at the University of Toronto. Raegan has lived in the NWT for over 25 years and has 15 years of experience in various sectors of the Government of the Northwest Territories.

Staff

Staff members assist both the Commission and the Executive Director in fulfilling their mandates. Staff members provide a wide range of services to the public. This includes providing information about the NWT Human Rights Act to the general public and to parties involved in the complaint process.

Marcus Jackson, Human Rights Officer
Marcus Jackson moved to Yellowknife in 2010 and started working with the Commission in 2013.  He holds a Bachelor of  English and a Bachelor of Fine Arts degree. He completed his Certificate in Administrative Justice as an Investigator in 2020. Marcus works as our investigator, education officer and communications officer. He is currently completing his Masters Degree in Interdisciplinary Studies with a focus on Canada and the North.

Morgan Wouters, Human Rights Officer
Morgan was born and raised in Yellowknife and started working with the Commission in 2023.  She holds diplomas in both in Child and Youth Care Counseling and Social Work from Mount Royal University.  With 15 years of service with the GNWT, Morgan has brought with her over 10 years of Corrections experience, as well as several years with Student Financial Assistance and Human Resources.  Morgan is continuing her education with the International Institute of Restorative Practice and the Justice Institute of BC.

Brandy Shymko, Human Rights Officer
Brandy is a lifelong resident of the Northwest Territories and started with the Commission in 2024. Armed with over 18 years of decision-making expertise within the Workers’ Safety and Compensation Commission and complemented by a stint in Human Resources, Brandy brings a wealth of hands-on experience to her role. She is currently broadening her knowledge through enrollment in programs at the International Institute of Restorative Practice and the Justice Institute of BC.

Samantha Shaw, Administrative Officer
Samantha Shaw moved to the Northwest Territories from Calgary in 2021 and brings over 20 years of administrative experience to her role as Administrative Officer. Her background includes formal administrative training, complemented by extensive experience overseeing daily operations and supporting financial processes. Throughout her career, she has taken on increasing levels of responsibility, ensuring continuity of operations and providing steady leadership support when needed. Since joining the Commission, she has applied her broad skill set and practical expertise to support the effective functioning of the office. She looks forward to continuing to expand her knowledge, strengthening her professional capacity, and contributing to the ongoing work of the Commission.

Legal Counsel

Roger Wah Shee, Legal Counsel
Roger Wah Shee is a proud member of the Tlicho Nation and was born and raised in Fort Smith, NWT. He served as a member of the NWT Human Rights Commission from 2010-2014 and is now Legal Counsel for the NWT Human Rights Commission. Prior to joining the Commission as Legal Counsel, he worked for the GNWT for 20 years in various departments including Executive and Indigenous Affairs, Environment and Natural Resources, and Human Resources. Roger holds a law degree from the University of Victoria and is a member of Law Society of the Northwest Territories and is also a member of the Indigenous Bar Association.
